A third conviction — which carries a maximum sentence of 20 years — would be reduced to a five year maximum. A fourth conviction would have an 8-year sentence cap.
"This bill will do nothing to keep people from being arrested, prosecuted and imprisoned, Esman said. "They will still face stiff prison sentences."
