– $24.6M still missingThe Guyana Elections Commission (GECOM) may escape a Forensic Audit despite the fact that allegations of corruption have been leveled at the organization.In early April, following comments by President Bharrat Jagdeo himself, GECOM came under scrutiny for its procurement practices.Eventually information came to light which suggested that certain suppliers to the company were being informed beforehand of the company’s needs so that they could produce the goods within the stipulated time frame that GECOM sets on procurement activities.Apparently the items procured are also being purchased at a value that is well in excess of current market value.A source within the organization told this newspaper that outside of certain items that are of a ‘sensitive’ nature and are single-sourced with United Nations approval, hundreds of millions of dollars are being swindled out of the corporation through underhanded means like the one mentioned above.The President himself noted that he was appalled at the number of requests made to Cabinet for the use of single sourcing for equipment.GECOM, however, responded to the allegations by taking out several whole page advertisements to refute them. According to the advertisements, the Chief Elections Officer,Wholesale Cheap Jerseys, Gocool Boodoo, wrote to the Office of the Auditor General to request that he conduct a special audit of the Commission to determine whether or not there has been any breach in the procurement procedures.According to the Auditor General, Deodat Sharma, the audit was indeed requested and his office has undertaken it. However, the audit currently being undertaken by the Audit Office is not forensic in nature. Sharma said that the office is currently engaged in its usual annual audits which look at procurement as a part of the standard procedure.He noted that the only situation that would merit a Forensic Audit would be if the audit team was to find any discrepancies in the course of its investigations since the matter would then be referred to the Forensic Audit department.GECOM has been a feature of the Annual Auditor General’s report for several years now. The most recent report being that for 2008 where it was discovered that there was apparently a $24.6M account with a supplier that the Audit Office was unable to find any trace of.The supplier in question could not be reached either by telephone or at the stated business address and further investigation revealed that the business registration documents of the supplier were falsified.The Auditor General made mention of a report requested by his office that would investigate and report on the validity of purchases, and to determine the circumstances surrounding disparities in pricing and credentials of suppliers.Those were not the only discrepancies unearthed by the Office of the Auditor General. There were also outstanding advances that amounted to millions where the recipients were either no longer with the commission or deceased.According to that report, there were numerous cases where no investigations were launched into the matter and the monies were still outstanding. |
