As such, Jordan said that there is an element of cost and what he is asking the taxpayers to bear in some respect is a part of that cost for issuing a license whether it is revenue raising or regulatory.“I think for the most part there was some tardiness on the part of the past regime in not reviewing the licenses in the last 20 years.
