– amnesty being granted to tax-payers By Rabindra RooplallEven before the statutory meeting of the Mayor and City Council of Georgetown (M&CC) got underway yesterday, Councillor Kamla Devi Ross, noted that the “minutes for the 22nd of August is missing and that is the meat of the matter.”At the beginning of the meeting there was frustration and confusion about the direction of the meeting. The first item was cancelled because of the “content and quantum of the minutes,Wholesale Jerseys China,” which were not available. The issue was later deferred on the agenda.Deputy Mayor Robert WilliamsThis sparked a heated debate by councilor Patricia Chase-Green who lambasted Town Clerk Yonette Pluck-Cort for poor record-keeping at statutory meetings. The Town Clerk explained that a young woman that the M&CC was seeking to recruit as the official recording clerk did not show up for her duties. This caused the lax in further documentation.“While I would like to apologize for the minutes not being ready…other staff who had been using their own time to get the work done were not being compensated. We sought to get some form of compensation for that but the council denied; those persons have withdrawn…the office of the Town Clerk has few members of staff contrary to what people may say over the past five-odd years.”As the argument sharpened Patricia Chase-Green said, “Apparently, Town Clerk got a problem this afternoon. The tone of her voice is tantamount to insubordination….If the Town Clerk wants to battle with me today it’s not going to be nice. Trust me this afternoon it’s not going to be nice.”In response the Town Clerk said that she felt threatened.Deputy Mayor Robert Williams who was chairing the meeting in place of the Mayor Hamilton Green pronounced that it is the duty of the Town Clerk to ensure that the minutes of the statutory meeting are produced and the implementation of councils decisions are carried out. “And the only reason why the minutes should not have been read would be due to technical difficulties in interpreting what the note taker recorded. “Let the records note that it is unsatisfactory.”Further into the meeting, Williams reported that a Chinese Deputy Mayor would be visiting Guyana this Thursday with expenses being absorbed by the Chinese Government.The Deputy Mayor said that he was informed by the Local Government Minister, Norman Whittaker, yesterday of details of the visit.Various other issues were highlighted with no viable solutions being found. One such was highlighted by councilor Junior Garrett who said that as soon as the Government bails out the M&CC senior officers spring up instantly to access loans and advances from the treasury.Town Clerk Yonette Pluck-CortCouncilor Patricia Chase-Green noted that the M&CC is not a lending institution and advances can only be made in dire situations which the council had agreed on, which are for educational purposes, funeral and medical expenses.Since many persons had made applications for advances for house lots, but the treasury could not afford at this time, since there are numerous liabilities such as bills that include GPL,GT&T, GRA, NIS, P.A.Y.E and contractual services.“We cannot even look at salaries for the Month of September; how can we give an advance to an officer, of a $100,000?” Green said.However, council has granted an amnesty and has agreed that will start from 15, September, 2011 and will be extended for 42-days after. Nevertheless, today there will be a press conference to delve deeper into the details of the amnesty, since many councilors are of the opinion that persons who are before the courts for rates and taxes should be made to benefit from the amnesty only if they can pay the complete sum. |
