Cabinet is touting gender discrimination as the motivation for financial analysts condemning the “conflict of interest” situation, which exists between Finance Minister, Dr. Ashni Singh and his wife, Geetanjali Singh, Audit Director of the Audit Office of Guyana.As the Audit Director Mrs. Geetanjali Singh, is tasked with overlooking the audit of entities, including National Industrial and Commercial Investment Limited (NICIL), which is chaired by Dr. Singh.At Thursday’s post-Cabinet press briefing Cabinet Secretary Dr. Roger Luncheon said “In defence of Geetanjali Singh, Cabinet rejected once more the ploy “conflict of interest” being orchestrated by the likes of Christopher Ram, Anand Goolsarran and Ronald Ali against Mrs. Singh of the audit office of Guyana.”He emphasized that the premature pronouncements by the trio is essentially prejudicing the outcome of ongoing investigations by professional bodies into this putative conflict of interest situation occasioned by Geetanjali Singh’s husband being the Minister of Finance.“The obvious gender discrimination in this charade of conflict of interest Cabinet contended cannot be allowed to go unanswered and unnoticed and it must be rejected by all including the nation’s women’s organization and interest groups,” he said.However, Red Thread a Non-Government Organization that actively fights for women’s rights is not supportive of this supposed gender discrimination motivation Dr. Luncheon speaks of.In a letter in Kaieteur News yesterday the organization said,Gordon Hayward Jersey, “As women and as members of a women’s organization we say clearly not in our name. We will not allow ourselves to be used in this way. Whether or not those who have spoken out on the issue are sexist, this is not a simple issue of women’s rights.”According to Dr. Luncheon, Cabinet revisited its earlier position on this matter and rejects the ploy of “conflict of interest” and Cabinet charges “gender discrimination” among others by the intellectual authors of this travesty.In 2012, following Mrs. Singh’s appointment, Transparency Institute Guyana Inc. (TIGI) called on the Head of State to remedy this situation in order to ensure good governance, greater transparency and enhanced accountability.According to Transparency Institute, the Audit Office is a public office created by the constitution and is mandated to uphold and preserve the highest standards of independence and integrity in the discharge of its constitutional functions.“As a result of this appointment, a critical role in the oversight of the financial statements of the country has been entrusted to the wife of the person responsible for preparing them. The auditing process by definition requires insulation from the subject of the audit, a consideration which has been completely ignored by this incestuous appointment, which is in turn likely to undermine the effective performance and operation of the Audit Office,” the then President of the TIGI, Attorney-at-Law Gino Peter Persaud noted.A serious conflict of interest situation does not exist in the case for Dr. Ashni Singh and Mrs. Singh. It is gender discrimination, Dr. Luncheon said using the same logic as the commentators he could identify many males in Guyana in the judiciary and police who have conflict of interest situations matching their reasoning.He said that Mrs. Singh is being investigated by the professional bodies and it is their onslaught that has threatened her professional life. |
