By Marissa LowdenGuyana is not the only country experiencing the devastating impact of climate change.The recent heavy rains which caused a state of emergency in Massachusetts and New Hampshire are now over, but the detriments will prevail for days.In Colombia, a swollen river left more than 20,000 people homeless in the country’s Northern Province of Magdalena.  The second rainy season in Colombia this year left at least 60 people dead and half a million homeless across the country.  And let’s not forget Katrina that devastated Louisiana in 2005; today,Jerseys NFL Cheap, its victims are still seeking relief, and many are, in spite of everything, permanently unsettled. But the biggest culprit in all of this is climate change that continues to intensify unstable weather patterns across the world.There have been many criticisms in the media about the government’s lack of preparedness and incompetence of this flood scenario. The facts do not support these criticisms.At the beginning of the year, the government spent $3.7 billion on drainage and irrigation, and also allocated $2.1 billion to the NDIA for rehabilitative and maintenance work. $50 million was spent on Conservancy Adaptation Project which developed a hydraulic engineering foundation critical for flood control management.The current rainfall is between 60 and 70 per cent above normal, this being the effects of the disastrous climate change. Rainfall recorded at Enmore alone for the first 15 days of this month amounted to 300 mm – three times the normal volume.Currently, there are 36 excavators and 72 pumps being used in the battle to cope with flood threats along the Coast. This is being compared with the 60 pumps that were available in 2005; the water is now draining faster on the land compared to 2005. Forty-three drainage pumps are stationed at strategic locations along the Coast while seven excavators are deployed at different locations in Region Four.The National Drainage and Irrigation Authority was successful in clearing the outfall channels for the Victoria, Greenfield and Hope sluices to accelerate the removal of the water in those areas. A pump was installed to assist with the draining of the Dazzell Housing Scheme while another pump is being moved to the area to bring additional relief.We must understand that because some areas are lower than others, and with drainage depending mostly on gravity flow, it is taking longer to drain. However, water is now receding at a rapid rate, reducing floods. Teams of Government officials are monitoring the drainage situation and a special task force has been established to monitor the rainfall and the efficiency of the drainage system.Sadly, the citizens of Guyana have not been very conscientious in terms of ensuring that the drainage and irrigation systems be kept ‘litter free’. For this reason, we are now experiencing the detriments of what I would refer to as a ‘Styrofoam and Plastic Invasion’. And who is to blame?Compounding the limited drainage capacity and  related problems are the indiscriminate dumping of debris of all kinds in canals, people tampering with pumps, removing gates from sluices, closing sluices, and cutting dams. Other illegal acts are all contributors to the floods experienced now.Minister Robert Persaud recently stated that two drainage pumps deployed on the East Coast Demerara have been damaged by debris dumped in the canals; and vowed that those caught will feel the force of the law. He also noted that the deliberate damage to drainage and irrigation systems and equipment is a criminal offence and those found guilty can face imprisonment and heavy fines. It is vital to note that the impact of the recent flooding has decreased due to heavy investment by Government since the 2005 floods. Considerable work has been done at the conservancies and more is yet to be done to improve capacity, to promote drainage/outflow, and secure the integrity of the East Coast Demerara Water Conservancy.Because the Coastland of Guyana is below sea level, it is only natural that with all the efforts being made to tackle floods, we will still experience some amount of water remaining on the land, the major contributor being excessive rainfall.
