By Neil Marks in ArgentinaFinancial incentives must be made available to forest rich nations, says Dr Jacques Diouf, Director-General of the Food and Agriculture Organisation of the United Nations as crucial climate change talks in Copenhagen are near.Guyana is among countries arguing that a new climate change agreement must agree to pay countries which have kept their rainforests standing, rainforests which breathe in greenhouse gases which are responsible for global climate change.Diouf´s comments came at the opening of the World Forestry Congress, WFC, which is underway in Buenos Aires.A good part of the discussions will focus on forests and climate change at a time when Guyana is looking to finalise its Low Carbon Development Strategy, LCDS.The LCDS has as its heart, rainforest the size of England which has been left standing over time in the interior regions of Guyana.But to implement the strategy, Guyana wants the rich countries, which are blamed for creating the problem in the first place due to heavy industrialisation, to pay to keep the forests standing.An expert study co-funded by the British Government has shown that if Guyana were to utilise the forests for logging,Wholesale Jerseys Store, agriculture or other uses, rather than keep it standing, it could be worth as US$580 million.The country needs that money to push development, and so President Bharrat Jagdeo wants an agreement to come out of Copenhagen this December that will create a mechanism to reward countries for keeping the forests intact.Guyana is one of the countries most vulnerable to climate change, with most of the population living along the coastland, which is below sea level, and prone to flooding.As a result, Guyana has been invited to a conference of heads-of-state from countries that are vulnerable to climate change. The summit is slated to take place in the Maldives over two days from November 9.Guyana is one of 14 nations that have been invited to the conference by the government of Maldives. The others are Bangladesh ,Wholesale Authentic Jerseys, Barbados , Costa Rica , Ethiopia , Ghana, Kenya , Kiribati , Nepal ,Cheap Jerseys, The Philippines,Cheap Jerseys NFL China, Rwanda , Tuvalu , Vietnam .They are also inviting the following as observers: Australia , Brazil , Canada ,Stitched NFL Jerseys, China ,NFL Jerseys Authentic China, Denmark , France , Germany , India , Japan , New Zealand , The Netherlands, Norway Russia, Sweden , South Korea , the UK , and the USA .In addition, a number of prominent experts or well-known personalities from the global climate change debate will be invited to the forum.The meeting is an opportunity for leaders to show global audiences that they are concerned about the impacts of climate change and to focus attention on the need for a comprehensive global deal at the UN climate change conference in Copenhagen in December.It is very likely that President Jagdeo will attend.The FAO Director General declared that forests by nature contribute to climate change mitigation by capturing harmful carbon released into the atmosphere.Given that agriculture and land use changes such as deforestation contribute about one third of global greenhouse gas emissions, the potential role of these sectors in meeting the climate change challenge is great, Diouf said.He added that financial incentives for improving livestock and crop production systems, reducing deforestation and forest degradation and increasing the amount of carbon sequestered in agricultural soil can help to mitigate the effects of climate change.He called for support to developing countries through farmer training, capacity building of farmers’ organisations, agriculture support services and technology transfer.Diouf said that forests are important to global food security and a way must be found to use them in a sustainable way, while maintaining their role in mitigating global climate change.In the opening speech to the Congress, Deputy Director General of the International Union for the Conservation of Nature, IUCN, Dr William Jackson, said that given the rate at which climate change is happening, no country, rich or poor, could afford to neglect its forests.“There is a growing realisation that forests are one of the few technologies that are immediately available and relatively cost effective when it comes to mitigating climate change.If we manage forests sustainably we can bridge the gap while other technologies are being developed for reducing emissions.”The IUCN says connecting the poor to markets that can reward them for forest conservation by generating real income gains is fundamental to managing forests sustainably.Properly-managed forest landscapes can provide a wide range of ecosystem services that support sustainable livelihoods, conserve biodiversity and enhance resilience to climate change, the organisation stated.“Climate change has catapulted forests on to the international agenda after years of languishing in the dusty corridors of UN meetings,” said Dr Jackson. “We must seize this moment to promote the sustainable management of forests and to develop sustainable livelihoods for the people who depend on forests.”The WFC is held every six years. The gathering in Buenos Aires boasts attendance of some 4,500 experts and representatives of 160 countries.
