This was also submitted for Cabinet’s approval.Another $12M was also submitted in the proposal as payment for a five-man team consisting of Dr. Naraine, the project manager, a roads engineer John Lewis,Nike Air Max 95, an environmentalist, Hemwantie Tiwari-Singh,Nike Air Max 1 Mens Trainers, surveyor Neville Thorne and a driver.Dr. Naraine was set to receive some $1.650M for some 30 days of work and the engineer $3.6M for 60 days of work.A subsequent provision was also made, in the additional financial proposal, for some $10.8M more to be paid to Dr. Naraine for a total of some 240 days of work.In this second proposal some $24,315,000 was earmarked for wages for the five-man crew.The two proposals $28.1M and $35.4M brought the total project cost to the $63.5M which was approved by Cabinet and the project handed to Dr. Krishna Naraine of SRKN to provide consultancy services.That additional financial proposal submitted by Dr. Naraine also catered for an additional $4M to purchase a duty Free vehicle to be used on the project along with financial provisions for associated costs such as insurance.Both proposals for the consultancy project which was subsequently approved also catered for meals and hotel fees while in Mahdia, Mabura Hills and several other locations along the way.Hotel fees were also catered for the crew while they travelled from Mona Falls to Amaila Falls.For the $63M that Dr. Naraine secured to watch and ensure that Motilall adhered to the specifications of his contract and deliver, it is believed by some that he too failed miserably.Motilall missed three deadlines to complete the road and there are reports too that especially in a section of the road where there is a swamp and was supposed to have been elevated further, this did not happen.There are reports that Motilall’s failure had even forced Dr. Naraine of SRKN to attempt to take over management of the project in full.Motilall has since denied that SRKN was forced to take over management of the project but rather said that he only assisted.The multi-million project being undertaken is on six different discreet locations requiring individual teams and fleets of equipment to carry out the task at hand.This is another area where the Contractor, ‘Fip’ Motilall, of Synergy Holdings has failed, in the process incurring the delays and the Consultant also was never penalised despite being paid US$230 a day.The contract was eventually terminated with Fip Motilall and his equipment seized.Among some of the responsibilities for SRKN as it relates to the clearing of the T-line corridor for the transmission main was to ensure: clearing required on either side of centre of T-line corridor: all trees in excess of 35 metres shall be cleared in adjacent 25m buffer area on each side of the 100m cleared width.Dr. Naraine, in his proposal, had committed to: Check (Contractor Fip Motilall’s Construction Methodology) to ensure conformity with specifications; Review construction sequence and advise on modifications if necessary; Check types & weights of equipment to be used by contractor; Ensure that construction methods including temporary works are conducive to the proper execution of the permanent works and have respect for the safety of persons, the works and existing property;  Approve payment certificates (for Fip Motilall’s Synergy Holdings Inc completed works); Ensure environmental requirements are observed; Ensure that each part of the work is constructed in accordance with the drawings,Cheap Jordan Sneakers Wholesale, specifications and directions of the engineer; Hold weekly site meetings to review progress of the project; Supervise field tests; Analyse laboratory tests reports; Suggest modifications to design to client based on site conditions and Update work programmes among others.
