By Abena RockcliffeTomorrow the National Assembly will be presented with a Bill that seeks to amend the Former PresidentsFormer President, Bharrat Jagdeo(Benefits and Other Facilities) Act of 2009 which provided unlimited benefits to all former presidents of Guyana.Passage of this new Bill will force former President Bharrat Jagdeo to either curtail his lifestyle or foot a large percent of his bills. The new Bill specifies some conditions under which the capped or limited benefits of a former president may be enjoyed. However, the new Bill has nothing to do with and will not touch the pension offered to former presidents. The Act of 2009 allowed former presidents to have uncapped benefits. Jagdeo has been the only former president to really benefit from this provision.Since Jagdeo demitted Office in 2011, the state stood all expenses for his water,Air Max 97 Silver Bullet For Sale, electricity and telephone services. The state paid for all the former president’s maids, his gardener and his security. Jagdeo got unlimited use of state vehicles which had to be maintained and fueled by the state.Last year, Former Minister of Finance, Dr Ashni Singh, in responding to a question posed by former A Partnership for National Unity parliamentarian Desmond Trotman, said that Jagdeo racked up in excess of $45M on transportation, security and electricity bills within 27 months..The figures provided by Dr. Singh, represented the money the State spent for Jagdeo’s transportation, security and electricity from the time he demitted office in December 2011 up to February 2014.Jagdeo’s total electricity bill for the duration amounted to over $9.8M. His average monthly billMinister of Finance, Winston Jordanwas $365,766 at the time. For transportation,NFL Jerseys From China, Jagdeo utilized over $15.2M. The State spent over $20.3M for Jagdeo’s security over that 27-month period, an average of $752,649 monthly. The number of vehicles and guards provided to the former President were not provided. The monthly health expenses/claims met for Jagdeo and his dependents during the specified period were not provided.Former Presidents will now be given $25,000 per month for electricity, a further $25,000 for water and another $25,000 for telephone. With this new provision, former presidents will be given $300,Cheap NBA Jerseys,000 per year for electricity which is less than Jagdeo’s current monthly electricity bill. The new Bill states that former presidents will be given services of personal and household staff, including a gardener but,Air Max 98 Gundam Release Date, the total number of such staffers cannot exceed three persons. There will be a limit of $200,000 per annum for reimbursement of medical expenses incurred by a former President for himself and his children below the age of eighteen years and his spouse provided that the money was not spent on medical attention and treatment obtained abroad or at private health facilities in Guyana, and were available in Guyana at government institutions.Former President, Donald RamotarFormer presidents will be given full time personal security, not exceeding two persons including those at the place of residence.Former presidents will also be entitled to the provision of not more than two motor vehicles owned and maintained by the State; toll free transportation; and an annual vacation allowance equivalent to the cost of two first class return airfares provided on the same conditions applicable to judges of the Supreme Court of Judicature. However, even with the benefits being capped, the new Bill states that “A former President shall cease to be entitled to the benefits and other facilities provided under section 3,Nike Air Max 1 Mens Trainers, if the former President engages in business, trade or paid employment or is convicted of a criminal offence for which a term of imprisonment is imposed.”Jagdeo is presently before the court for charge for which if he is found guilty of, he can be fined $100,000 and jailed for two years. When contacted yesterday, former President Donald Ramotar said that he is yet to make a decision as to if he will continue to work as he is “very busy” at the moment, looking at “other things.”Ramotar said that he currently has two security guards and one state vehicle. Therefore, he will not have to give up anything after the Bill is passed. However, according to reports, Jagdeo currently has more than one state vehicle at his disposal and retains more than two security guards. The new Bill takes into account the fact that former Presidents are eligible for a pension which is 7/8 that of the salary of the President in office. The Bill is to be presented to the House by Minister of Finance, Winston Jordan.A Bill resembling this one was passed in the Tenth Parliament back in 2012. It was taken to the House by the then shadow Minister of Finance, Carl Greenidge. But even though the Bill was passed, the then President,Nike Roshe Run Sale Outlet, Donald Ramotar, refused to assent to it and therefore it was not made law. This Bill seems to be more generous than the Bill of 2012 as that Bill only allocated $5,000 for water, electricity and telephone services.

Cheap Arizona Coyotes Hoodies

Of course, there's that all-true-saying that all good things eventually come to an end. Some people believe that could be happening to Belichick and Brady.
KANSAS CITY, Mo. (AP) — Tom Brady and Bill Belichick arrived in New England together, one an overlooked sixth-round pick out of Michigan and the other a failed head coach during his first stint in Cleveland.
"They've just been a good match," Reid said. "I think both of them would tell you that. They work very well together. They've done it for a number of years. And they've had a lot of success."
"We need to do everything better offensively. It's not any one problem," Belichick said. "It's a number of lack-of-consistency issues, lack of execution. We have to do a better job on everything."
There are plenty of memorable coach-quarterback combinations scattered across history.
"I think it's important. It's hard to have a lot of success in this league if you don't have a good, solid quarterback playing back there," Reid said. "I was very fortunate to have Donovan for all those years, and I know Bill would say the same thing, he's lucky to have Tom."
He's been sacked seven times,Brett Favre Falcons Jersey, and hit or hurried a league-leading 44 times.
"They have a good front. They're big inside. They're fast on the edge. They've got good depth. We're going to have to block all of them,Adam Joseph Duhe Dolphins Jersey," Belichick said. "It will be a challenge for every guy. It will be a challenge for our receivers to get open, for our running backs to find holes and space in the running game. We're going to have to do a good job with 11 guys. Coaching staff, we're all going to have to do a good job. It's a good defense. They have a lot of good players."
They've won 150 games together, and their winning percentage tops just about any list you could put together. They've prepared for 18 postseason games together, five of them Super Bowls, and three times celebrated a world championship with a parade.

After turning 37 in August, Brady is off to one of the worst starts of his career. He has completed a career-worst 58 percent of his passes, averaged just 210 yards passing per game, and his inability to stretch defenses with the deep ball has become glaring.
Over the course of 11 years, Reid and Donovan McNabb won nearly 100 games together.
Over the more than a decade, they've learned together. Grown together. They've won together.
Now, as Brady approaches yet another milestone — 50,000 yards passing, which he could accomplish on Monday night in Kansas City — his relationship with his coach made Chiefs coach Andy Reid reflect on the years he spent with his own franchise quarterback in Philadelphia.
Yet perhaps none of them has been quite as successful as Belichick and Brady.
Longtime assistant coach Dante Scarnecchia retired at the end of last season after 30 years with the Patriots, and Dave DeGuglielmo took over the offensive line. That change,Atlanta Falcons Jersey, combined with the trade of veteran Logan Mankins, has resulted in a front five that resembles supermarket turnstiles.
It doesn't help that New England's retooled offensive line has put him under duress.
Don Shula and Dan Marino ushered in an era of pass-happy offenses in Miami. Bill Walsh and Joe Montana refined them in San Francisco. Vince Lombardi and Bart Starr in Green Bay, Chuck Noll and Terry Bradshaw in Pittsburgh — all of them left their mark on the NFL landscape, winning a bunch of titles.
"It's not just one thing on our offense," Brady said. "We're trying to identify the things that we need to do better, and then certainly go out there in practice and try to do them better. It's not really one area,Adam Shaheen Jersey, it's all areas. That's what is going to hopefully make the most effective team we can be in November,Nike Boston Celtics Authentic Jerseys, December,Teemu Selanne Ducks Throwback Jersey, just by working hard, continuing to correct mistakes."
After all, that seemingly mundane Belichick-Brady recipe has been successful so far.
The Chiefs could be the tonic to get better. They're missing four starters to injury, including a pair of Pro Bowl players in linebacker Derrick Johnson and safety Eric Berry.

Chile Soccer Jersey

"I know people talk about, it's dangerous, and mothers won't let their sons play football. But I don't see that. I don't see that at all,Authentic Buffalo Bills Jersey," Brandt said.
"Retirees and their families will be eligible for prompt and substantial benefits and will avoid years of costly litigation that — as Judge Brody's comprehensive opinion makes clear — would have an uncertain prospect of success," NFL general counsel Jeff Pash said in a statement.
The NFL expects 6,000 of nearly 20,000 retired players to suffer from Alzheimer's disease or moderate dementia someday. The settlement approved Wednesday by a federal judge in Philadelphia would pay them about $190,000 on average.
Brody most recently asked for several tweaks, including partial credit for time played in NFL Europe and other developmental leagues,Air Max 90 Black And White For Sale, to broaden the settlement. Negotiators quickly agreed to her suggestions.
The deal means the NFL may never have to disclose what it knew when about the risks and treatment of concussions,Cheap Jordan Shoes For Sale.
The NFL lawsuits, and similar suits filed later against the NHL, the NCAA and others, has fostered debate, discussion and safety reforms about sports concussions. Yet the NFL games seem to be as wildly popular as ever.
Critics contend the NFL is getting off lightly given annual revenues of about $10 billion,Anders Nilsson Jersey. But plaintiffs would have first had to fight their way into court — instead of getting booted to NFL mediation under their players' contracts — to prevail.
The total NFL payouts over 65 years, including interest and $112 million sought for lawyer fees, is expected to be more than $1 billion.
"From a business point of view, (the NFL has) ... avoided what may have been the biggest risk to their continued prosperity," said Andrew Brandt, director of the sports law program at Villanova University law school.
She rejected other complaints raised at a November hearing, including those who say the agreement does not cover future deaths from chronic traumatic encephalopathy, a degenerative brain disease that can only be diagnosed after death, or contemplate the day when it might be diagnosed in the living.
Senior U.S. District Judge Anita Brody approved the deal after twice sending it back to lawyers over concerns the fund might run out. The negotiators did not increase the original $765 million plan, but agreed to remove that number as the cap.
The awards could reach $1 million to $5 million for those diagnosed in their 30s and 40s with Parkinson's disease or Lou Gehrig's disease, or for deaths involving chronic brain trauma.
"Although objectors insist that there must be compensation for CTE, the NFL parties were unwilling to settle claims based solely on a (diagnosis) ... rather than on manifest neurocognitive deficits,Nike Air Max Zero White," the lead negotiators wrote in a March court filing urging Brody to approve the deal. "Many of the behavioral and mood conditions claimed to be associated with CTE are prevalent within the general public."
PHILADELPHIA (AP) — A federal judge has approved a plan to resolve thousands of NFL concussion lawsuits that could cost the league $1 billion over 65 years.
About 200 NFL retirees or their families have rejected the settlement and plan to sue the league individually. They include the family of Junior Seau, the popular Pro Bowler who killed himself at his San Diego-area home in 2012 after several years of increasingly erratic behavior. An autopsy showed he suffered from chronic traumatic encephalopathy, or CTE.
Players' lawyers have argued that the settlement will help families get needed financial awards or medical testing that might take years if the case went to trial.
The league's top lawyer said Brody's approval "powerfully underscores the fairness and propriety" of the settlement.
The league has been dogged for years by complaints that it long hid the risks of repeated concussions in order to return players to the field.
Others oppose the award reductions for older men and those who played in the league for fewer than five years.
"Removing this as a threat is extraordinary,Kurt Warner Cardinals Jersey," he said.
