Thomas said that during that period Guyana experienced a high inflow of finances to purchase antiretroviral medication for treatment.However, Thomas said that what was lacking at the time was the capacity to maximise those resources because of the absence of a robust Supply Chain Management System.He said that the SCMS provided government with the sort of system which was missing more so since it can be sustained over time.Further, Thomas said that SCMS came at a time when procurement was ad hoc because scientific ways to determine what quantities were needed and to ascertain how those quantities are procured and delivered.He said that in 2016 the government of Guyana opened competitive bidding for the procurement of medicine and as a result was able to benefit from SCMS expertise in developing a procurement document.This assistance was further extended through the program to build capacity on quantification and forecasting in the public health sector.
