They said he was expected to be released yesterday.A legal source said that investigators have held and released the North Road resident several times about the tragedy. The source described him as the owner of the building, which has been at the center of a dispute involving several individuals claiming ownership.Theresa Rozario, 15, and Feresa Rozario, 12, perished in November, 2014, in a massive blaze which destroyed the three-storey building in which they were living.
