As the May 11 polls to choose a new Government looms, political parties contesting the elections have started to unveil some of their plans if they win.According to the National Independent Party (NIP), it intends to reverse a 2011 law which abolished the possibilities of persons applying for prescriptive title of state lands.“The Leader of the National Independent Party states that the amendment is discriminatory and unconstitutional since it allows prescriptive title for private land and not for state land,” says Saphier Husain Subedar in unveiling his plans.According to the lawyer, in his Land Reform Policy, all leases and licences of occupancy issued under the Government of British Guiana for 99 years, and which are now expired – shall be converted to freehold land and a transport shall be immediately issued to the occupiers.He said that this includes all the lease lands in Region Five now controlled by the Government and the Mahaica/Mahaicony/Abary (MMA).“The National Independent Party demands the President of Guyana and Chairman of M/M/A to stop issuing leases to the residents of Region Five as a campaign strategy. The elections date has been set and further to that,Nike Air Max Herren G��nstig, after the elections the National Independent Party intends to issue transports to the occupiers of those lands.”Husain Subedar said that his party is proposing that all persons residing and occupying state lands for over 12 years continuously, exclusively and undisturbed in adverse possession, shall be entitled to prescriptive title of that land. “Persons who have been residing on state land or in occupation for 12 years shall be granted a transport through a proper procedure.”With regard to the lands that were historically under sugar cane cultivation, the NIP leader noted that slaves and the indentured servants were brought to Guyana to work on the estates, living under very deplorable conditions. The estates were later nationalized with a view that the sugar workers should enjoy the profits of the estate.“However, the state established dictatorial controls of the sugar estate with a policy to keep the workers relatively in the same historical slavery conditions. The National Independent Party says that GuySuCo’s lands belong to the workers and a company would be set up to transfer the ownership to the sugar workers. The value of the assets including thousands of acreage of land shall be given equivalent shares which would be held in a company and issued to the sugar workers; descendants of persons brought to Guyana under the slave and indentured system.”In other words, he said, the ownership of the land shall be transferred through shareholding to the sugar workers of the estates.NIP also called for an immediate cease on all sales of GuySuCo lands during the election period, failing which legal action shall be commenced, including an injunction to stop same.It is also the plan that all Guyanese nationals abroad be entitled to own or lease of land in Guyana irrespective of race, nationality or creed.In regard to ancestral lands, NIP said that it will change laws that will see transfers of these from the Neighbourhood Democratic Councils to the rightful owners. Targeted areas will include Buxton, Plaisance, Beterverwagting, Nabaclis, Agricola as well as villages in Essequibo.The lawyer said that he is very much aware that the failure to hold Local Government Elections for 20 years was because the ruling party wanted NDCs to continue the control of GuySuCo’s land in the respective villages.“The People’s Progressive Party Civic Government’s policy of land ownership is one of State control and dictatorship,” Husain Subedar explained.“The National Independent Party calls upon all Guyana to support our land policy that this situation be changed to land control by private persons, citizens, residents and nationals of Guyana.”NIP is also targeting lands on the Railway Embankment area which it says are not state lands. “…those lands were ceded from the transported owners to the railway company. When the railway company became dissolved, the lands were reverted to the transported owners.  The residents along the railway embankment who have occupied the said land in excess of 12 years continuously, exclusively and undisturbed are entitled to transport by prescriptive title.”In cases where residents were in occupation of state lands and there was damage caused by Government, Husain Subedar plans to establish a tribunal to examine the law changes.”Elections are scheduled for May 11 after a no-confidence motion against Government late last year saw Parliament being prorogued by President Donald Ramotar.
