However,Dan Hampton Jersey, drunk driving and speeding should be seen as habits and such behaviours are risky to road users.Doorgen noted that the executors of the law should not wait until a drunk driver kills someone to act. She recommended that the first time a person is caught driving under the influence of alcohol his or her licence should be taken away.She further suggested that it should be mandatory that the offender then visits the Council and participates in training programmes. To ensure participation the driver will be issued a certificate of participation and only then he or she will be able to obtain their driver’s licence.Social workers should investigate into the errant driver’s personal life to ascertain the reasons why he consumes alcohol at abusive levels. She added this justifies the importance of having the Human Services Ministry as part of the Council.
