Government is considering amending the Motor Vehicles and Road Traffic Act to make it compulsory for all passengers occupying a minibus to wear seatbelts, says Minister of Home Affairs, Clement Rohee.The announcement was made last Wednesday at the Umana Yana, Kingston, where the Guyana National Road Safety Council launched its Programme of Activities to endorse the Decade of Action for Road Safety 2011 to 2020.The eyeing of this new amendment is as a result of the increasing numbers of road fatalities and accidents on the roadways, which have left many to wonder if Guyana’s roadways are safe.Minister Rohee, responded that the road is as safe or dangerous as people make it since from an engineer’s perspective the road corridors are improving with wider bridges, densely populated roads are illuminated and road signs are installed.The human factor plays a critical role in the safety level on the roadways, as such emphasis should be placed on educating road users. However, it is necessary to find people, resources,Jerseys Wholesale, and time to educate road users, Minister Rohee stated. He asserted that there are some people who are reluctant to be educated.It was noted that education and law enforcement must go hand-in-hand. There are two groups in society: civilian and law enforcement. Whenever, traffic ranks enforce the law many persons complain of harassment, Minister Rohee stated.He noted that picketing and candle light vigils to bring awareness for road safety promotion are welcomed. Minster Rohee emphasized that persons should go to the bus and car parks and picket drivers to be more cautious on the roadways.In May 2002, the Motor Vehicles and Road Traffic Act was amended for the mandatory wearing of seatbelts. However, this was limited to the drivers and occupants of the front seats of vehicles, including minibuses.Also in 2008, Parliament passed the Evidence and Motor Vehicles and Road Traffic Act which was aimed at curbing the driving under the influence of alcohol and made provision for breathalyzer tests.
