By Abena Rockcliffe A Partnership for National Unity (APNU), facing the reality of Guyana being blacklisted, is resting the country’s chances to rid itself of such sanctions solely in the hands of the government of the day.APNU Leader, David GrangerAPNU said that the government has already led Guyana to a “dark gray list” and hadn’t the political will to get the country off it. He was talking about the limited sanctions that had been imposed because Guyana had a flawed anti-money laundering Act.APNU has long held the position that it will not be passing the Anti-Money Laundering and Countering the Financing of Terrorism (amendment) Bill  2013 if, in the party’s view, the Bill not strong enough to adequately deal with the issues it is intended to address.APNU does not want to have a Bill that can be described as “a toothless poodle.”However, members of the government maintained that even though the APNU purported that it wanted a strong Bill, the party was making no “meaningful” contribution at the level of the select committee.APNU leader, David Granger, said that his party needed to have all stakeholders come before the committee before it could put forward its amendments. APNU, up to the time of the vote, did not yet know the amendments the party wished to make to amend the amended Bill.Attorney General Anil Nandlall, in whose name the Bill was laid in the National Assembly, had advised through the media, that the Opposition will get all the time it needs to further strengthen the Bill once the recommendations that CFATF wants have been passed and made law.On the evening that the Bill was resent to a Special Select Committee where it had been for the past four months, Nandlall told Kaieteur News that there is no turning back, now. He said that he cannot now return to Caribbean Financial Action Task Force asking for another deadline; as he did before on more than one occasion.So after November 18, Guyana has to brace itself for the full sanction that falls upon a blacklisted nation.According to Nandlall, CAFATF already has a draft report blacklisting Guyana and will just adopt that report once the legislation is not passed.Yesterday, at APNU’s weekly press conference, Granger told media operatives that surely, if the government was serious about passing the Bill, it would have worked over night to see a safe passage and would have not made the move to call a sitting so long after parliament came out of recess; knowing full well that it will be very close to the deadline.Granger, when asked about Guyana’s fate to come off of the blacklist in a timely manner, respond saying that only political will can save Guyana.Granger said that CFATF will not be impressed with just the passing of the legislation. He told the media that it will take serious efforts and CFATF will have to see actual changes.Deborah BackerGranger’s colleague,Jerseys NFL Cheap, Deborah Backer, added her opinion that next elections will make the difference as when the APNU gets into power that party will do the necessaries.Backer said that the government was only interested in making cosmetic changes “a little rouge here and a little rouge there.”  She said, though, that the real issues relative to a change of diet is what the government is running from; “they don’t want to make sure that people can be dealt with or prosecuted.”Backer posited that this can only mean that the government has a good idea who is the real money launders and has no intention of stopping those short in their tracks.She said that passing for passing sake is quite easy but noted, with no apologies that the passing of a weak legislation is not on the agenda of APNU.
