Just over 1,400 individuals were duly recognised last evening when the University of Guyana held its 45th convocation ceremony.  The venue was the University’s Turkeyen campus square where the graduates,Dennis Maruk Capitals Jersey, university staffers, relatives and friends gathered to be a part of the auspicious occasion.The graduates were drawn from the various faculties of both the Turkeyen and Berbice Campuses. They had pursued degree, diploma and certificate programmes.Delivering his feature address at the ceremony, Chancellor of the Judiciary, Justice Carl Singh, spoke of the importance of the university in national development.He alluded to Section Four of the University’s Act which encapsulates the noble objective of the learning institution. The section,Tomas Plekanec Canadiens Jersey, according to him, outlines that “the aims of the university are to provide a place of education, learning and research of the highest standard and to secure the advancement of knowledge and the diffusion and extension of arts, sciences and learning throughout Guyana.”He also made reference to Article 26 of the Universal Declaration of Human Rights and Articles 13 and 15 of the International Covenant on Economic, Social and Cultural Rights which provide for “higher education that should be equally accessible to all on the basis of merit, and that the state undertake to respect freedom indispensable for scientific research and creative activities.”It was against this background the Chancellor focused on the role of the university and its contribution to national development. He said that “the university does not only exist for itself but also “for the benefits it brings our people and our country. This is the fundamental principle on which universities are founded and which forms the basis of the university’s objective intended for the common good.”The curriculum structure and development of the university ought to recognise its responsibilities in the common endeavour of human development,Oscar Lindberg Rangers Jersey, social,Ken Dryden Canadiens Jersey, economic, cultural and technical advances and facilitate training aimed at environmental protection and the eradication of violence from communities as well as poverty which Sociologists recognise as the primary contributing cause of violent forms of behaviour in society, he said.“In short the university must remain vibrant in its plans and programmes which should ultimately result in beneficial societal transformation and growth,” even as he pointed out that “those who leave this campus and obtain employment in the public or private sector must apply their training and expertise in their varied fields of employment.”The Chancellor of the Judiciary also highlighted that many of the graduates of the university now have leadership positions in various spheres of public and private endeavours.And with the evident growth and development in Guyana there will inevitably be a higher demand for managerial and technical resources, Justice Singh insisted, as he observed that potential employers will undoubtedly have to turn to the university to meet the existing demand.As such the expectation will be that the university will respond adequately to the production of competitive human resources capable of generating and managing productive,Bryan Rust Penguins Jersey, successful, sustainable, social and economic development activities in Guyana, Justice Singh noted.“It is not a matter of any contention but all over the developed and developing world there is increasing dependence on knowledge, skills and training provided by universities,” the Chancellor said, as he underscored that investment in university education is a crucial factor in national development.”Considering the valued role the university is expected to play in national development,Dominic Moore Canadiens Jersey, he revealed that there are certain ideals,Tom Barrasso Penguins Jersey, values and antecedents which form a foundational basis of the university’s existence.“I am referring to university autonomy and academic freedom. University autonomy has been defined as the freedom of university to govern itself,Glenn Anderson Rangers Jersey, appoint key officers, determine the conditions of service of its staff, control students admissions and academic curricular, control its finances and generally to regulate itself as an independent legal entity functioning in accordance with its statutes.”Academic freedom, on the other hand, Justice Singh reminded, ensures freedom of expression, freedom of action, freedom to disseminate information and freedom to conduct research and distribute knowledge without hindrance or restrictions.“This twin-concept facilitate the flowering of thoughts and ideas and are the bedrock of flourishing and meaningful academicians…and therefore attempts at the diminution or dilution of the quality or degree of university autonomy and academic freedom should be stoutly resisted,” he warned.History, according to Justice Singh, has shown that where there has been intrusion and interference in the affairs of universities the inevitable result has been intellectual regression.  As a result, he noted that the concepts of university autonomy and academic freedom must be shown to the doctrine of the separation of power which inn Guyana’s case has been constitutionally recognized in the establishment of the executive legislative and judicial branches of governance.After being bestowed with their respective academic degrees it was Vineeta Persaud of the Faculty of Natural Sciences who was named Valedictorian.The recipient of the President’s Medal, in a brief speech,Curtis Joseph Red Wings Jersey, sincerely thanked family, friends and lecturers for sustained support and embraced the thought that the indelible mark of lecturers will forever remain in the hearts of students even as she urged her fellow graduates to always keep learning by keeping an opened mind.The Computer Science graduate said that she hopes to see tremendous growth in the area of Information Communication Technology (ICTs) even as she encouraged others to delve into the field as there is a bright future in Guyana in this regard.The graduation ceremony also saw students receiving other awards among them the Prime Minister’s Award and the Dr. Cheddi Jagan Award which went to the best graduating student of the Dental Surgery Programme, which was for the first time offered by the university.
