Maintaining Georgetown cannot be considered the sole responsibility of the Georgetown municipality but rather the collaborative effort of institutions and stakeholders, according to Deputy Mayor Robert Williams.Williams recently pointed out that although the municipality has a mandate to upkeep the city, support is especially needful from Central Government, civil society, the business community, Non-Governmental Organisations and related entities.“The City Council cannot be managed without acknowledging that Government has a role to play in the dispensation of resources to the capital; the City Council has a responsibility for mobilising financial and other resources for the delivery of services, hence the ability to expand its revenue base and update regulations to support the initiatives being undertaken.”The Deputy Mayor alluded to the completion of the Local Government Reform process which he regarded as integral to the achievement of the ideal functioning of the municipality, even as he added that the holding of Municipal Elections is an expected outcome of the process.But according to Mayor Hamilton Green, the question of Local Government Reform still remains at the level of talk and rhetoric.He said that every country he has visited, local authorities are given an opportunity to be self-sustainable and self-sufficient and even almost autonomous.“For reasons best known to heaven we are still hamstrung in the 21st century with a local government system which is based on the attitude of the administration of suffocating the initiatives of the council.”The Mayor pointed out that at the moment the municipality has before it proposals from a number of agencies to develop certain aspects of the council, noting that they cannot be advanced until the municipality is given the ‘green light’.“But we, at least this Mayor, know not a white flag of surrender. Unlike some people, I am not prepared to yield to what is a clear movement towards hegemony and I believe that all decent and proud citizens will share this attitude but we have to keep the pressure up until those who have been suffocating the municipality see the evil of their ways.”The Mayor, however, articulated that the municipality will remain committed to do all it can to make 2009 a better year than some of the preceding years.For this reason, he said that efforts will have to be made to address restructuring of the municipality in earnest.“We have talked about restructuring for a long time but there seems to be an institutional concern about restructuring but unless we take this advent seriously it will be business as usual,” the Mayor opined.
