The Rice Action Committee (RAC) has issued calls for the A Partnership for National Unity/Alliance for Change (APNU+AFC) government to follow through on several promises made in the party’s manifesto, aimed at resuscitating the local agricultural sector, prior to the 2015 elections.According to the APNU+AFC manifesto, one of its proposals was the re-establishment of the Guyana Agricultural and Industrial Development Bank (GAIBANK), in order to facilitate financing for farmers. He also advocated that, in addition to the usual characteristics of a local commercial bank, the Board of Directors should consist of entrepreneurs, Agricultural experts and farmers, for the bank to fulfill its mandate of Agricultural development.There have been calls over the years from industry stakeholders for the establishment of an Agricultural Development Bank and a revolving fund, as repeated delays by millers to pay farmers have resulted in widespread protests from farmers, due to monies owed for paddy purchases.There are also stipulations- the Rice factories Act of 2007- which make it mandatory that millers pay farmers half of the money owed upon delivery of paddy, with an additional 42 days given to complete payments.The GAIBANK initiative is not a new one. The bank, Guyana’s only development bank at the time, was rendered defunct by the then Dr. Cheddi Jagan administration in 1995.
