The law cannot rebuild shattered lives and broken homes.“Laws can punish.  They cannot, without an examination of the causes of the crimes, eradicate the scourge of criminal violence and, its secondary outcome, domestic violence. Legislation is essential.  Explanations however, are needed, also.”
