Mere days after the Peoples Progressive Party Civic (PPPC) objected to the Guyana Public Service Union (GPSU) being granted observer status for the upcoming Regional and General Elections, the Inter Religious Organisation (IRO) has joined the fray.In a missive to the Chairman of the Guyana Elections Commission (GECOM) Dr Steve Surujbally, the IRO primarily cited the reported endorsement of David Granger, APNU’s Presidential Candidate at the Elections, by Deborah Murphy who is the General Secretary of the GPSU.The PPP/C when they objected to the GPSU had stated that the objection from the party comes in light of the position taken by Murphy, that the union supports David Granger, who is running for President under the opposition coalition APNU.The IRO in registering its concern with GECOM,Sean Davis Steelers Jersey, firstly stated that enshrined in the Terms of Reference for Local Observers is the fact that they are to,Taylor Gabriel Falcons Jersey, “Refrain from any action which indicates, or is capable of being seen as indicating partisan support for any candidate, political party, political actor or tendency”The terms of reference also,Steve Grogan Patriots Jersey, according to the IRO, prevents observers from expressing views on subjects which are likely to be issues at the election and in particular refrain from communicating with voters on matters of partisan significance.Observers are also to refrain from taking part in functions or activities which could lead to perceptions of sympathy for a particular candidate,John Stallworth Steelers Jersey, political party, political actor or tendency, for example,Kevin Greene Steelers Jersey, visits to military installations,Merril Hoge Steelers Jersey, or visits to official ceremonies sponsored by political parties.In light of its arguments, the IRO reminded of the GPSU’s endorsement which was reportedly made at the Union’s Nineteenth Biennial Delegates’ Conference, which was held at the National Cultural Centre on Wednesday September 28, 2011 where, “Murphy is reported to have recognized Mr. Granger as our David Granger”.The IRO contends that following a meeting held by its hierarchy they have contended that “undoubtedly, the GPSU has demonstrated a clear partiality in favour of a major contestant in the Elections i.e. the APNU, and in so doing has (i) knowingly breached the above principles,Troy Polamalu Steelers Jersey, and (ii) given indisputable grounds for the Union’s accreditation as a Domestic Observer for the upcoming elections to be rescinded.”They declared to Dr Surujbally that in light of what they presented to him in their arguments, they have established that the GPSU cannot imbue confidence across the nation that it will carry out its responsibilities as a Local Observer with impartiality.“This could have deleterious impacts on the actual conduct of the Elections on Polling Day and the outcomes thereof….Considering the implications which could derive from such a situation,Nick Perry Packers Jersey, we call upon the Guyana Elections Commission to rescind the accreditation of the GPSU as a Domestic Observer.”The IRO states that they are convinced that “this is a necessary precondition to the conduct of the upcoming Elections in a free, fair and peaceful manner, especially in the immediate post election period.”The PPP in its earlier plea had said that “Ms. Murphy’s proclamations and enthusiasm for Mr. Granger’s candidature reflected the attitude of the general membership of the GPSU to the extent that the Prime Minister (Samuel Hinds) was heckled openly during his address,” said Robert Persaud, a PPP executive member in a letter to the Guyana Elections Commission (GECOM).“We believe that the point has been made that the GPSU is unsuitable to function as an independent observer at the General and Regional Elections,” Persaud added, and urged GECOM to review its earlier decision to accredit the GPSU.The Union has been openly critical of the current government over the years, with the deepest grouse being the fact that salary increases for public servants have been imposed over the past five years.Murphy acknowledged the APNU Presidential Candidate of the political coalition,Tedy Bruschi Patriots Jersey, A Partnership for National Unity as “our David Granger” and when referring to the current Administration, she referred to it as ‘the government’.She deemed ‘the government’ uncaring to public servants’ rights and working conditions.Her remarks came at the opening ceremony of the Union’s nineteenth Biennial Delegates’ Conference held at the National Cultural Centre on September 30.Persaud said that her sentiments seemed to reflect the positions of the other members who openly heckled Prime Minister Hinds when he addressed the conference and openly objected when he asked for their support at the upcoming national elections. |
