There is an urgent need for champions to help foster behavioural changes among citizens, said Minister of Health, Dr Leslie Ramsammy.At the time, he along with Pan American Health Organisation Representative, Dr Kathleen Israel, kicked into motion activities to mark World Health Day.According to Minister Ramsammy, the needful champions can in no way be just the Minister of Health or the staff of the Ministry of Health. However, the Minister disclosed that such initiatives have only worked in countries where public education has been supported by law. The laws, the Minister said, serve to outline penalties such as for littering.And while Guyana does have a public health ordinance that stipulate penalties it is more than 100 years old, thus people see it as being far more affordable to pay fines than to adhere to the law, the Minister added.“We need to change those things and Guyana will have to, at both the municipal and national level, ensure that laws are crafted to support our campaigns. When we contribute to the un-cleanliness of the environment we affect other people’s lives. It is not purely a matter of freedom and choice.Our behaviour must be one that ensures that we are not hurting or harming other citizens.”Issues, the Minister said, are being closely addressed even as efforts are being made in terms of a new Health Protection and Promotion Bill.
