The Rice Producers Association (RPA) has written the Competition Commission accusing rice millers of Essequibo of attempting to fix rice prices, and is asking for an investigation.According to the RPA, earlier this month, when the price of paddy was hovering between $3,000-$3,Deion Jones Falcons Jersey,500 per bag,Sean Davis Steelers Jersey, a number of miller and exporters in Region Two met and attempts were made to reduce the price. However, prices did not stay low for too long as millers recognized that still a large percentage of acres prepared were not sown.“We at the RPA are of the view that there is a deliberate attempt to fix the price of paddy by some millers.”The association, calling for an investigation by the Commission, said that it believed it is against the spirit of competition to have stakeholders in the industry engaged in price fixing. The Commission,Jared Cook Packers Jersey, which falls under the Ministry of Tourism, Trade and Industry (the entity mandated to investigate complaints of unfair trade practices), recently announced that it has started works. The revelations of price fixing were made yesterday by RPA’s General Secretary,Drew Bledsoe Patriots Jersey, Dharamkumar Seeraj,Patrick Chung Patriots Jersey, during the commissioning of a paddy drying facility at Walton Hall, Essequibo Coast.Present at the commissioning were Minister of Agriculture, Robert Persaud, General Manager of the Guyana Rice Development Board, Jagnarine Singh and Region Two Chairman Alli Baksh. The facility is one of 12 being built across the country by the RPA and regional authorities under the $400M intervention fund announced by President Bharrat Jagdeo last year. According to Singh, the facility will reduce the incidence of rice farmers having to use roadways to dry their paddy and also increase their capacity to store paddy for longer periods as well as their potential to negotiate better prices. Minister Persaud urged the farmers present to up their competitiveness,Randall Cobb Packers Jersey, especially in light of the fact that producers like the US and Vietnam are on top of their game. Issues of bringing down fertilizers’ costs and more optimal use of this input will have to be examined more closely. In Region Two, several hundred acres of rice are currently under threat from the dry weather, he said. He stated that farmers therefore should not be complacent and regional officials should take their work seriously,Julian Edelman Patriots Jersey, and stressed that “persons will be sent home” if it is found that their work is not being done effectively.Persaud also warned farmers to protect themselves since they have rights too,Dwight Freeney Falcons Jersey, as can be evidenced from the recently amended Factory Act, which mandates millers and exporters to pay farmers on a timely basis.GRDB, Persaud disclosed, is perusing the list of millers,Rod Woodson Steelers Jersey, and defaulters could face the possibilities of their licences not being reviewed. The current situation of the rice crop being affected by the dry weather is being assessed by the RPA and GRDB and a decision could be taken shortly as to what kind of help would be forthcoming. This could include waiving of fees for Drainage and Irrigation.Meanwhile, Seeraj said that issue of farmers being owed for extensive periods by millers is being addressed. One miller in Essequibo came in for criticisms after he reportedly refused to answer his phones and would become unavailable.Seeraj said that the RPA and GRDB stand ready to take the matter to court, if necessary. |
