Chief Medical Officer, (CMO) Dr.  Shamdeo Persaud has provided the Commission of Inquiry (COI) into the March 3, Prison disturbance with information on the inner workings of the infirmary of the Georgetown Prisons.CMO, Dr. Shamdeo PersaudThe COI was ordered by President David Granger following one of the deadliest riots that took place within the prisons in recent years.Seventeen prisoners perished in a blaze after they were trapped in a raging fire in the Capital ‘A’ Block of the Camp Street facility.Dr. Persaud testified yesterday at the COI headquarters at the Ministry of Presidency Department of Public Service Waterloo Street, South Cummingsburg, Georgetown.He told the commission that the medical unit at the prisons operates under the supervision of the Ministry of Public health (MoPH).He explained that medical officers attached to the sanatorium report directly to the Ministry and would liaise with the Georgetown Public Hospital Corporation,Lynn Swann Steelers Jersey, (GPHC) whenever a prisoner is need of treatment that cannot be accessed at the prisons.According to Dr. Persaud, two medical doctors are currently attached to the hospice of the Georgetown Prisons.   He said that in times past,Bo Jackson Raiders Jersey, a medic would have usually serviced the prisons.Persaud was appointed to the position of CMO in 2007. He said that it was only two years ago that the two doctors were assigned to work full -time at the penitentiary. Based on his knowledge of working at the infirmary and within the health sector Dr. Persaud detailed to the tribunal the inner working of the health unit of the Georgetown prisons.He explained that the infirmary is equipped to provide basic health care to the inmates but the medical officer attached to the unit would make referrals to GPHC when necessary as in cases of prisoners needing surgical care which is not available at the hospice.The doctor further noted that in cases of referrals to GPHC, the hospital would be notified and the prison would usually under the supervision of a police officer,Harry Carson Giants Jersey, especially during recovery periods.In response to questions by Counsel for the Commission,Joe Klecko Jets Jersey, Excellence Dazzel, Dr. Persaud admitted that there is room for improvement of the services provided by the medical department of the Camp Street jail.He noted that while the MoPH provides the prison with the basic supplies of medicines, the prison could have additional apparatus to boost its service.The CMO also pointed out a need for adequate in-patient facilities and a mini lab for basic testing to be conducted within the prisons.Asked about the competence of the staff to address the health conditions posed at the prisons, Dr. Persaud noted medical officers are qualified to provide treatment for a number of ailments.These include non-communicable diseases such as diabetes, asthma, hypertension and communicable diseases such as Tuberculosis (TB), Zika and Chikungunya.In the cases of outbreak of the latter, Dr. Persaud said the MoPH is immediately notified and provision is made for treatment and isolation of inmate(s), once prescribed. He said that the infected prisoners and even the staff caring for them would be monitored in an effort to prevent the spread of such diseases.According to the CMO, the Prison Service is required by law to document or register any case or outbreaks of communicable diseases and report it to the MoPH, which in turn is legally obligated to notify the overseas -based health organizations such as PAHO/WHO.At present, the CMO disclosed that of 412 prisoners of the Georgetown Prisons tested for TB,Andre Reed Bills Jersey, 14 inmates have been confirmed positive and of 687 prisoners tested for HIV, 17 were found positive.Dr. Persaud said that prisoners would undergo medical checkups every six months and at intervals undergo evaluation from mental health professionals in addition to drug counseling, once required.In instances of severe mental health problems, inmates would be reoffered to the psychiatric unit of GPHC.The MoPH official admitted,Charles Haley Cowboys Jersey, too, that there are other instances in which the intervention of MoPH is needed. Such include the need for medical treatment which can be only accessed overseas.Additionally, the CMO said that there are mechanisms for the prison to ensure follow up treatment of the patient. The prisoners would be referred to health facilities closest to their residence following their release from jail.He was at the time responding to questions from Joint Services Attorney, Eusi Anderson.   With regards to the day of the fire, the doctor disclosed too, that he simply couldn’t recall whether any of the doctors were on duty during the fire.It was previously reported that the doctors were not on duty at the time of the tragedy. The CMO admitted that there were periods when the prison was without doctors but not without medical staff entirely.Dr. Persaud told the Commission that the overall conditions at the Infirmary of the prisons have improved over the years but admits there is always room for improvements.The Commission was established to determine the causes, circumstances and conditions that led to the disturbances on the morning of March 3,Sam Mills Saints Jersey, 2016,Karl Mecklenburg Broncos Jersey, that resulted in the death of prisoners and any other subsequent disturbances at the Camp Street Prisons; the nature of all injuries sustained by the prisoners,Fred Biletnikoff Raiders Jersey, and any other subsequent disturbances.
