Workers represented by the Guyana Labour Union (GLU) may be called on to state full blown strike action by today if Minister of Labour,NBA Authentic Jerseys, Manzoor Nadir, fails to intervene in the arbitration matter between the union and the Georgetown municipality.The GLU in its quest to have the municipality pay the more than 60 per cent of the workers it represents, a 20 per cent salary increase for the years 2007 and 2008, had appealed to the City Council to have a single arbitrator plot the way forward.GLU General Secretary, Carvil DuncanThe municipality had, however, argued that a panel of arbitrators would be the better way to go.But according to General Secretary of the union, Carvil Duncan,Marlon Humphrey Jersey, the Minister of Labour has the power under the law to demand the compulsory mode of arbitration.Duncan related that it is his understanding that the Minister was awaiting feedback from the Chief Labour Officer,Cheap Sports Jerseys, Mohamed Akeel,China Jerseys Cheap, before attempting any level of intervention.Efforts to contact both the Minister and the Chief Labour Officer yesterday in this regard proved futile.But according to Duncan,Andre Branch Dolphins Jersey, the Minister can also exercise his right not to intervene in the matter, leaving the situation to be dealt with at the discretion of the union.“It is not a question if the Minister has the power, but if the Minister chooses not to have compulsory arbitration the union is then free to pursue its action in order to achieve its objectives,” Duncan said.As a result, he related that the union met with workers of the municipality yesterday, adding that he had informed the workers that if no intervening steps are taken “we will march the streets”.“Tomorrow (today) might be a bad day because if we take to the streets of Georgetown it will be an extremely regrettable state.  To my mind this will be a rough move but we have to make our point; it is the only way to get the attention of the council,” Duncan insisted.He, however, lamented the fact that the citizens of Georgetown will also suffer if such action is engaged.And according to Duncan, from flooding to the piling up of garbage is likely since all the workers its represents have stated their commitment to down tools.Duncan noted that contrary to reports that the council cannot afford to pay the workers, he is well aware that once effective management and administration is engaged there will be sufficient funds available.“I expect workers will be paid because they are not responsible for the dilemma that the council finds itself in.  It is the council’s poor administration and the bad handling of the finances that have caused this problem.”“If one goes back to 1983,Deion Jones Falcons Jersey, every Auditor General report that comes out from the council shows quite clearly the misappropriation of funds and the bad handling; everyone showed that…Why should the workers have to suffer?”Duncan noted, however, that even as the council claims that it is cash-strapped, it has still been able to double its remuneration, adding that only the officers of the council are afforded regular increases which is evident in a statement made by the General Secretary of the union that represents the officer, Andrew Garnett.The GLU General Secretary pointed out that while officers of the council were afforded a 10 per cent increase for this year, nothing was afforded the GLU represented workers.“When the GLU negotiates for an increase and wins all of the workers at the municipality benefit…they would pay the increase across the board so why couldn’t they do the same this year.”The General Secretary opined that often is the instance that officers retire and are privileged to receive their full benefits while GLU represented staffers are given the “royal run around”.“This is a clear indication that they are taking care of themselves…They don’t care about the workers. How could they care and not pay the workers what they deserve.”According to Duncan, he is satisfied that the council has the ability to pay and therefore it must stop talking and start acting in this regard.Further, Duncan noted that comments which suggest that efforts to pay the workers could result in several GLU workers being retrenched have been completely misconstrued.He explained that only the officers and clerical cadre of the municipality would be affected, pointing out that there is a dire need for more than 300 semi-skilled workers at the municipality.
