Although there are reports of dwindling funds for the National AIDS Programme, Programme ManagerNAPS Programme Manager, Dr Shanti Singhof the Ministry of Health’s National AIDS Programme Secretariat (NAPS), Dr. Shanti Singh,Authentic Dwyane Wade Bulls Jersey, is however adamant that this is not the true state of affairs.Dr. Singh during an interview with this publication revealed that currently the programme is benefiting from sizeable sums which translate to in excess of US$13 million from the Global Fund project alone to help sustain the local HIV/AIDS programme. The Global Fund,Kyrie Irving USA Jersey, a financing organisation, is one aimed at fighting AIDS, Tuberculosis and Malaria.About a month ago Guyana was able to receive the final approval from Global Fund for a grant that will cater to the local HIV response up to December 2017. “We believe as it relates to funding we are still in a very good position,” said Dr. Singh. And there is yet additional support forthcoming, according to her. While unable to disclose the precise amount,Harrison Barnes USA Jersey, the NAPS Programme Manager intimated that Guyana is also benefiting from funds channelled through the United States President’s Emergency Plan for AIDS Relief (PEPFAR) Fund. She went on to inform that through a Centre for Disease Control and Prevention (CDC) Cooperative Agreement, the local health sector will be able to benefit from a five-year grant amounting to some US$5 million. She however, disclosed that accessing this fund is not merely by request but rather it requires annual application renewal. Guyana was recently able to complete its first-year application,Authentic Michael Jordan Bulls Jersey, Dr. Singh said. The NAPS Director therefore shared her conviction that “I think the issue that we hear about is that there have been a significant reduction in funding but that may not necessarily be 100 per cent correct. What has happened is that the donors have asked us to re-characterise how we will use the funds.”Dr Singh moreover went on to assert that “we still have reasonably good levels of funding but a lot of it has to go to areas like reaching the key populations,John Stockton USA Jersey, getting to the key populations prevention messages and HIV testing, getting to the key populations treatment programmes. A lot of it has been prioritised to make sure that the highest quality of care that is being monitored and measured towards continuous improvement.”But even as Dr. Singh reiterated her view that there has not been a significant reduction in donor funding she pointed to the fact that there has been some degree of transitioning of the national AIDS programme from merely the donor agencies’ financial support to Government. She classified this transitioning process as a “good one.”“Government has taken up quite a lot of it already; a lot of the human resources under the Global Fund Project and under the PEPFAR project have already been transitioned over to Government,Kobe Bryant USA Jersey,” said Dr. Singh as she recalled that last year some 35 persons were transitioned from the Global Fund Project to Government.Already for this year the Health Ministry has processed documents for an additional 12 persons from the same project to also be transitioned into the financial care of Government. However, Dr. Singh could not recollect the numbers that have been transitioned from the PEPFAR Project,Michael Jordan Bulls Swingman Jersey, she is however sure that this figure is quite significant. The process has also seen the transitioning of ARVs,Authentic Al Horford Celtics Jersey, pharmaceuticals and laboratory consumables,Authentic Dwight Howard Hawks Jersey, Dr. Singh disclosed. In fact she informed that while a few years ago CD4 and viral load re-agents were procured by donors, this is fully funded by Government which has been playing an increasingly significant role in the national HIV/AIDS fight. |
