NEW FOREST, EAST CANJE – This is another year when millions of dollars would be invested in New Forest in East Canje with the hope of attracting farmers to the community.The Chairman of Region Six, Zulfikar Mustapha, said that $100M is going toward improving drainage and irrigation facilities, $8M would be used for maintenance of the New Forest Road and $4M on repairs to the Zorg Primary School taking the total amount of money to be spent in New Forest this year to $112 M.Back in 2007, Government expended $20M on developmental work in New Forest. The work was also aimed at improving the drainage and irrigation system as well as other aspects in areas between Speculation and New Forest. Back then, the Minister of Agriculture, Robert Persaud, who had visited the area, said that was the first time those agricultural communities would receive such an amount and the main objective was to encourage farmers to return to the land.From left: Region Six National Events Chairman, Faizal Jaffarally, Regional Chairman, Zulfikar Mustapha, Regional Executive Officer, Bhadase Poonai and Principal Personnel Officer, Shelton Daniels In 2004, a $4M culvert was constructed to regulate the flow of water in those areas and money was also identified to construct another.Not so long ago, Government also expended $20 M on a new well at De Voedster, a section of New Forest.In 2008, work was done on the New Forest Road. The Region Six Administration spent some $3.5M and that did not include the cost for machinery, fuel and other paraphernalia.That $3.5M road project was the first time that stakeholders in that community were given the contract to rehabilitate the stretch of roadway from Speculation to the end of New Forest based on their need.Over the years, the residents had been complaining about the state of the New Forest Road. They had also been pleading with the authorities to give them the green light to do the repairs on the road themselves since they said they knew what was best for the thoroughfare. They had also categorically stated that they did not want outside contractors doing the job.Permission was granted and in April 2008, the Regional Chairman announced that the residents can use whatever materials they felt would be suitable for the road but in so doing cannot blame the Administration should things go wrong after they had completed the job.The Regional Administration did the preparatory work that included grading the thoroughfare. The residents were even to be paid a stipend to do the project.By July 2008, Region Six Chairman, Zulfikar Mustapha, said he was dissatisfied with the quality of work the very people did on the road. But the residents were pleased with the job they did and said, “It would last for years.” They said that they did the best they could have since the road is low. They stated that they had to fill the pot holes higher than the existing structure to cater for sinking.Last week, the Regional Chairman indicated that maintenance was done on the New Forest Road over the years but this time longevity is the goal. The present material on the thoroughfare would be scarified, new stuff added and a crusher run surface would complete the job which would be solely funded by the Region Six Administration.Meanwhile, explaining how $100M would be spent this year to improve drainage and irrigation facilities in New Forest, the Chairman said that the Region owns five excavators and these would be used to execute all of the jobs, thus reducing financial burden. “When the excavators are used to do the job at New Forest it would amount to close to $100 M in cost. But the money for the fuel, which would cost between $20 M and $25 M would come from our Current Budget.We already have the machinery (five excavators) and the labour would cost about $75M and this is funded by the National Drainage and Irrigation Authority. So when you look at it we would save close to $100 M.”He indicated that a ‘massive’ drainage and irrigation programme commenced two Mondays ago in New Forest. All of the ten irrigation and drainage canals would be cleared with the aim of having every inch of land in New Forest under cultivation. So far, three of these canals have been completed and work began on the fourth one last Friday. This aspect of the project is to be completed by the end of the month.The next step is the construction of two kokers, one at Zorg and he could not say where the second would be. Six drainage pipes are to be installed across the dams to allow for a decent flow of irrigation water.According to Mr. Mustapha, the fence at the Zorg Primary School would be done once again this year along with land filling. But in 2007, the Region Six Administration spent $4 M to rehabilitate the Zorg Primary School and the fence was done to the tune of $2M back then. The Zorg Primary School has a student population of 35.New Forest, which is located nine and a half miles from New Amsterdam, is an agricultural community which deals mainly with rice cultivation and cash crops in addition to livestock rearing. At present, less than 600 acres are under rice cultivation. However, the Regional Chairman is optimistic that when the developmental projects are completed, close to 3,000 acres would be cultivated.He said this would be a blessing for many of the farmers who had walked out of the rice cultivation business in those communities due to poor drainage and irrigation problems coupled with bad roads.The communities making up what is known as New Forest have a population of 250. Those areas fall under the ambit of the Canefield/Enterprise Neighbourhood Democratic Council but the Regional Administration, through that council would carry out additional works.In terms of cash crops, he said 1500 acres are available for cultivation but only 300 acres are used for cash crops at present.According to him,Custom Raptors Jersey, a large amount of land is now back under cultivation between Bloomfield and Number Fifty-one and the spotlight is now on East and West Canje and the East Bank of Berbice, “We are looking at these areas so that we can go back to the days when all of the lands used to be taken up in cultivation.”According to him, about 50 percent of the population had relocated from New Forest to Gangaram and other areas. He is also confident that more of the people would resettle in New Forest after these projects have been completed.“New Forest was a thriving agricultural community and we want to bring it back to its former glory where people can have confidence and invest their money.”Some of these disclosures were made when the Region Six Chairman presented the $299M Capital Expenditure Budget for East Berbice/Corentyne last week.The largest allocation under the Capital Expenditure goes to Drainage and irrigation where $102M was allotted, $56M would be expended on Roads, $37M on Building – Education,Cheap NFL Jerseys Wholesale, $27M on Bridges,Andrew Franks Dolphins Jersey, $23M – Land Development, $19M – Furniture and Equipment – Health,Cheap NFL Jerseys, $10M – Building – Health, $9M – Furniture and Equipment – Education,Throwback Jerseys, $8.5M – Land Transport, $5.5M – Buildings – Administration and $1.8M Furniture and Equipment – Administration.This year under the Current Expenditure, $1.6B would be invested on Education Delivery, $810M on Health Services,Wholesale China Jerseys, $456 M on Agriculture, $247M on Public Works and $88M would be expended on Regional Administration and Finance.Meanwhile, the Central Government would be spending US$6M to resurface the East Canje Road between Sheet Anchor and Gangaram this year. According to Mr. Mustapha, President Bharrat Jagdeo announced this decision at the opening of the 2009 Berbice Expo and Trade Fair at Albion.
