At the request of the Government of Guyana, the Inter-American Development Bank (IDB) has approved a US$ 1 million grant to support the design and implementation of an Integrated Disaster Risk Management Plan.“Key tools for effective integrated disaster risk management and comprehensive high quality information on flood risk in Guyana will be available to enhance public awareness and knowledge of disaster risk and to inform development planning,” IDB resident representative Marco Nicola said yesterday.The grant is consistent with the IDB Country Strategy with Guyana (2008-2012), given its focus on disaster risk management and climate change to promote competitiveness.It also follows the Bank’s Regional Strategy for the Caribbean Community (2007-2010) to support disaster risk management.The Bank has named the project beneficiaries as vulnerable communities and national and local governmental agencies such as the Ministry of Agriculture, Ministry of public works and Communication, National Climate Committee and regional and neighborhood democratic councils.The approved operation will fund the identification of country risk indicators and flood risk evaluation; the development of a National Integrated Disaster Risk Management plan and institutional strengthening and capacity building at national and local level.In addition, the grant will fund the design of an investment program in flood prevention and mitigation, taking into consideration the Bank’s existing lending instruments, as well as potential co-financing from other donors.As one of the first activities, a National Committee will be established to provide technical guidance and monitor the design and development of the Integrated Disaster Risk Management Plan. The Committee will be chaired by the Civil Defence Commission.According to the IDB, this programme promotes close collaboration with other projects financed by several international donor organizations that are providing support to Guyana to improve disaster risk management as well as to strengthen climate change adaptation strategies.Additionally, in order to ensure an integrated approach to disaster risk management, climate change adaptation and environmental management, during project execution a steering committee on environment, climate change and disaster risk management will be created under the Office of the President.This group will comprise public sector agencies and donor and non-governmental organizations.“Overall, the tools and instruments provided by this operation will improve disaster risk management practice in Guyana and enable the key governmental entities, as well as vulnerable communities to manage disaster risk more efficiently,” said Nicola.The risk information database at the Civil Defence Commission and training of key government entities responsible for flood risk management in the techniques for integrating disaster risk reduction into sector planning, will facilitate a greater use of risk information in decision making as well as ensure sustainability of use of the risk information platform for flood risk management, added Nicola.Taking into account that climate change and sea level rise are likely to significantly increase disaster risk in Guyana, the collective application of these approaches, under an appropriate legal and institutional framework, are expected to reduce the loss of life and property due to natural disasters,Wholesale China Jerseys, including those associated with the flood hazard.The total cost of this technical cooperation operation is US$1,250,000 of which the Government of Guyana will be contributing US$250,000 in kind.The Office of the President through its Civil Defence Commission will be in charge of the project and it is expected to be completed in 24 months.
