By Kiana WilburgThroughout history, efforts have been made to combat corruption and the fight today is now central to the agendas of both good governance and economic growth.What is also interesting is the fact that citizens are no longer tolerant of abuses of public trust and of the malfeasance of the past. As in the case of Guyana, they expect accountability and transparency.But during my research, I have found that one of the most important factors in bringing about significant changes in the war against corruption is political will.This complex phenomenon incorporates many elements which include; individual actors along with their aspirations,Cheap Stitched Jerseys, motivations and capacities; organizations within which individuals function and on whose behalf they often act and socioeconomic and governance systems which frame both constraints and incentives for individuals and organizations.Political will refers to the intent of societal actors to attack the manifestations and causes of corruption in an effort to reduce or eliminate them. It is accessed through a number of things such as the application of credible sanctions and initiative to start reforms.But some activists believe that while the aforementioned is a reasonable definition, a moment’s reflection will show that advising developing countries that to fight corruption they must have political will is perhaps empty advice.They say that if a country’s leadership has the commitment to deal with corruption and the tools for doing so, it wouldn’t need advice on what to do, it would be in the heart of the battle.  Some of these anti-corruption advocates also argue that the reason most countries remain on the sidelines is that their leaders lack the necessary commitment and capacity, and therefore telling developing countries that a successful anticorruption effort begins with political will is not the answer.While that argument is plausible, it is my view that political will at the highest levels is one of the most important preconditions for success in the fight against corruption. There have been instances where countries such as Guyana had the capacity and the tools to fight corruption at various levels,Cheap NFL Jerseys, but the will to do so was lacking.Last week, I highlighted a few tips. as recommended by Transparency International. which Guyana can use to curb corruption. It is hoped that political will can be demonstrated in adopting these locally.The entity believes that the time has come for citizens to know who really owns the companies winning big Government contracts.The international anti-corruption agency stressed that the first step is for all countries and their leaders to require stronger measures to detect who owns and controls companies registered in their territories. It said that Governments should establish central registries that publicly disclose beneficial ownership information. It said that Governments should establish more effective oversight and sanctions for these sectors. Professional bodies, it was emphasised, should withdraw professional licences from those implicated in wrongdoing.Lastly, Transparency International recommended that all countries require any company bidding for public contracts or purchasing property to disclose on whose behalf they are operating.The entity said that Governments should also require any company, whether incorporated domestically or in a foreign jurisdiction to be open about who is ultimately in control of the company. They believe that this would help to put additional pressure on companies to be more transparent in order to qualify for lucrative government contracts.Transparency International said that in May, the United Kingdom will host a global anti-corruption summit with world leaders. It said that this presents an important opportunity to get global agreement on ending secrecy in the financial systems.The global watchdog said that now is the time for leaders to take decisive action to close the loopholes that the corrupt use.Transparency International’s recommendations to countries worldwide come in wake of  the leak of the infamous Panama Papers. An analysis of the 11.5 million leaked documents by a network of news organisations led by the International Consortium of Investigative Journalists shows just how many rich, famous and politically connected people, from heads of state to crime bosses and business owners, hide their wealth behind the façade of secret companies.Reports note that they often do this explicitly to evade taxes and launder money from illicit activity. Transparency International asserts that this can and must be stopped by comprehensive global agreements to end the use of secret companies.It recalled that the investigations focused on Mossack Fonseca, a law firm in Panama which is said to be a country known globally as a secrecy jurisdiction.But Panama is not alone, Transparency International asserts. The global watchdog said that the world is dotted with states and territories that make a specialty of providing services whose purpose is to facilitate ways to hide assets.It is of the firm belief that top secrecy jurisdictions include everywhere from British crown dependencies to US states like Delaware and Nevada, and many more in between from Andorra to Vanuatu. It said that not all of what they do is illegal but so much of it is that the whole system needs changing.
