Climate Change Fight…– JagdeoThe monies pledged by some developed countries, namely US$10B over a three year period, is yet to be realised and placed in a fund for developing countries which are vulnerable to the adverse effects of climate change.This was revealed by Head of the State, Bharrat Jagdeo, during his most recent press briefing. Jagdeo added that the mechanism to access that money has not been developed.Jagdeo,China Jerseys Cheap, lamenting the fact that this has not been done,Wholesale Jerseys, pointed out that he will be travelling to London shortly and will ventilate the fact that the developed countries have made this promise but are yet to make it a reality.He said that this would be in his capacity as a member of the panel that was set up by the United Nations to find money for the same reason (tackling Climate Change).“Very little has been done,Cheap Jerseys Online,” according to Jagdeo, as it relates to having the pledged money placed in the fund.He noted that the region could see some US$500M when this fund becomes a reality,Cheap NFL Jerseys China, given that the region is considered to be very vulnerable to climate change.He added that failing to have this fund become operationalised,jerseys from china, coupled with the Copenhagen accord, the meeting in Mexico could be not as successful as is necessary.Jagdeo said that at this point in time, there is a need for the World Bank to start to play a greater role in effecting this change.President Bharrat JagdeoOnly recently, at the Twenty-First Inter-Sessional Meeting of the Conference of Heads of Government of the Caribbean Community (CARICOM) held in Roseau, Dominica, the Heads asked for the World Bank to help in the early release of US$30B that was earmarked for developing countries for the fight against climate change.According to the communiqué issued by the Heads, one of them being Jagdeo, the Conference was informed that the bank had established a US$6B fund for Climate Change and that it was taking steps to leverage this sum.“The Conference noted it would appreciate if the World Bank would help in gaining release of the proposed US$30 billion that was earmarked for adaptation and mitigation on the part of developing countries, in addition to the promised US$100 billion by 2020 that has been earmarked for the world as a whole.”CARICOM said that the World Bank was encouraged to ensure that countries would not have to go through a series of assessment studies in order to access the Copenhagen related funds.The President, following the announcement of the pledge, had initially said that he would like to have the countries accessing the money to have some amount of say in how the monies would be spent.Speaking to some local and international media operatives last October in Trinidad and Tobago at the Commonwealth Heads of Government Meeting, Jagdeo pointed out that if a country such as Guyana believes that one way in which to spend the money would be to plant mangroves then they should “be able to have a say.”French President Nicholas Sarkozy, who was invited to the 2009 CHOGM to lend weight to the Climate Change position, had announced a $10B fund for poor and developing countries.This money, according to Sarkozy, will be made available from 2010 to 2012.According to Sarkozy,Jerseys From China, “We (developed nations) must help them (poor and developing nations) financially.”Jagdeo in his post Copenhagen press briefing said that a legally binding agreement is necessary prior to the scheduled 2010 meeting in Mexico, pointing out that the alternatives would be catastrophic.The legally binding agreement he was referring to relates to monies needed to fund mitigation and adaptation measures by countries that are most vulnerable to the adverse effects of Climate Change.Jagdeo is on record as saying that the proposed US$10B over the three years is nowhere close to what is required.Rather, it would be more in the vicinity of US$300B.According to Jagdeo, the donors must ensure and develop a new way of disbursing the funds so that it could be handed out quickly.He noted however that in doing so, they must still ensure that there is transparency and accountability in the process.Jagdeo expressed that sentiment, adding that, “we don’t want some corrupt persons to steal the money.”He pointed out that to get the developed world to commit to what is required could be a difficult task since they may balk at the figure.
