The Mon Repos/La Renaissance NDC was one example of this.“Now vouchers were prepared,” Lambert related. “And what we found in most instances was overpayment for the works. We had questioned the (substantive) overseer and we told him to make sure that whatever is undertaken is done for a reasonable price.”Lambert noted that Dass and the overseer had both signed off for the cleaning and weeding works, which he stated, were works done by staff attached to the NDC from the Community Infrastructure Improvement Project (CIIP).“There is also prison labour that the NDC has access to, because the Lusignan prisoners fall in the NDC. Those works that were done are put on contract and paid for as if it’s a private contractor. So when we discovered this, I spoke to the overseer.”“Prior to us coming into office, the overseer was put in a position where he was fearful for his job.”“The chairman would be calling (him and telling him to) make up this, make up that (vouchers). And he used to do it. I spoke to him, as the accounting officer, because he is the person the auditors will speak to and not the (NDC) Chairman.”Lambert noted that the RDC was forced to have an inquiry launched into the matter last year. He noted that from that inquiry were revelations that there were administrative breaches to certain procedures that had to be followed.The Vice Chairman stated that according to regulations there must not be $25,000 in cash at the NDC. He noted that whenever payments are made, they must be by cheque and the recipient must present themselves to the bank to encash it.“But what was found was that payments were being made from the NDC,” Lambert said. “So the inquiry picked up (that) cheques were cashed at the NDC. In addition to this unsatisfactory situation, there were 64 occasions where cheques were (cashed) from the council’s revenue.”Lambert said that in this situation, he couldn’t know if the individuals were who they said they were because there are no identification numbers of the persons. The Vice Chairman noted that when this was examined, it was found that another official also signed off on what took place.Among the inquiry’s recommendations was that appropriate disciplinary action be taken against the overseer and the other official, the District Development Officer. There had also been recommendations for the overseer to remain on the leave he had been sent on with the coming of the inquiry. It is against this backdrop that the acting overseer was hired late last year.“So because she was manipulating him, she couldn’t manipulate the (acting overseer). So on several occasions she would call her and tell her to make out payments. And she would ask for the backup, not (wanting) to spend the council’s money as directed by (Dass).”“(Since) she wasn’t getting her way, she then decided that she was not going to sign off on the employees’ payments.
