He commented on the incidence of piracy since this would have been a topical issue on several occasions.The Minister is not convinced, however, that Guyana is plagued by piracy in the manner it is being touted, and believes that the “false” perception must be removed.He said that it was between 2010 and 2012 that a wave of “what some called piracy activities,” was occurring and it was felt that strategies had to be developed to address the problem. He recalled that between those years, several fishermen and persons traversing some parts such as the Corentyne area, were being ambushed and attacked by pirates.Minister Rohee and senior police officers take a ride onboard the MV BaramainThe then president (Bharrat Jagdeo), he continued, felt it was necessary for Government through the various agencies to formulate piracy strategies to address the wave of pirate actions against fishermen in particular.He said that the Guyana Defence Force (GDF) was tasked with working with Government agencies and departments to prepare a strategy, particularly oriented along the lines of communication. The Ministry of Home Affairs was in turn tasked with formulating another strategy, this time to address patrolling of coastal regions and river areas.He said the strategy took time, and it was only in late 2012; with the focus on the various marine issues,Nike Air Max Valkoinen, that money was available to be inserted in the 2013 budget for the allocation of additional boats.Rohee said that the government has invested huge sums to build capacity, but certain areas have challenges. He said that what locals describe as piracy in Guyana is a far cry from that of international jargon. He said local piracy is nothing like what occurs in some countries.Only recently when discussions were ongoing about improving local tourism, reference was made in an international journal about Guyana’s piracy which acts as a deterrent to tourist ships. “These ships would look at the extent of piracy occurring in the countries to where they are destined.”“So we have to work hard to remove this false impression that Guyana is a country that is infested with pirates. This is not a country like some of those in North Africa, where on the coastal parts of the region, piracy is on the rampage; we have a different understanding of what piracy is, here in Guyana.”Police Commissioner (Ag) Seelall Persuad accepted the boats on behalf of the police force. He reiterated that the equipment will work to build capacity and better protect river and coastal areas.He said that it is the first time in the history of the force that a vessel has been received which can actually conduct coastal patrol. “This will go a long way in bringing relief to fishermen and other persons that operate just offshore, and who are affected by piracy.”“It will also go a long way in enhancing joint operations with other agencies; Guyana Revenue Authority (GRA), coast guard; particularly in the area of smuggling of goods that are legitimate cargo that can be declared and illegal substances such as narcotics. This vessel has capacity to go throughout the coastland of Guyana,” Seelall related.Members of the force have already been trained to operate the boat. They will be deployed to operate the MV Baramani along with the four smaller boats. The MV Baramani has two 250-horsepower Detroit diesel engines.It can go up to 20 nautical miles per hour and the design goes specifically for coastal operations which could be conducted round the clock.
