By Gary Eleazarin TrinidadFrench President Nicholas Sarkozy, who was invited to the 2009 Commonwealth Heads of Government Meeting (CHOGM) to lend weight to the Climate Change position, has announced a $10B fund for poor and developing countries.This money, according to Sarkozy, will be made available from 2010 to 2012 and is being provided out of French and British public monies.According to the French President, this money is outside of any agreement that would be coming out of the Copenhagen Climate Change talks. He stressed that a failure to come up with an agreement that sees drastic cuts in emissions and monies going to poor and developing countries will be a historic failure.Sarkozy said that his position was based on the fact that the future of the planet is dependent on it.The French leader was adamant that as it relates to the level of agreements arrived at in Copenhagen there must be a consensus on all, “either we take all or none.”He also stated that the few days remaining before the decision-making time in Copenhagen are critical to a consensus position on what will be done, adding that the negotiations thus far have moved along but it is still not where it needs to be.According to Sarkozy, “we (developed nations) must help them (poor and developing nations) financially.  Sarkozy also praised the Barack Obama administration for its stance on carbon emission in the United States of America.He stressed the importance for the decisions as to the way forward on Climate Change – its mitigation and adaption and the lower of carbon emissions – has to be taken at the highest level namely governments and heads of states, “it is imperative that the Heads of States in Governments take the decisions that need to be taken and take them to Copenhagen.”He also stated that it is necessary for them to be at Copenhagen, “because that is where all will be decided.”He noted that as it is, 85 Heads of States and Governments have already confirmed that they will be attending and participating at the Copenhagen meeting.Sarkozy also stressed that the CHOGM 2009 was a very important forum, in that it has signaled a strong message sent to the world leaders.“We know what it will take to achieve success in Copenhagen.”He said that there is a need to reach a political agreement with binding figures such as finance flow to the poor and developing countries as well as figures as it relates to emission cuts.“We need hard figures from the industrialised countries as well as the emerging countries.’Sarkozy was also adamant that it must not only be the binding agreement, but there has to be established a monitoring mechanism to ensure that the various countries abide by their commitments.
